There are a few diseases with the same symptoms as neon tetra disease. It would require a veterinarian to determine the actual cause of the symptoms. You should probably take steps as if it were neon tetra disease since it is very contagious. Isolate the aquarium from any others you have. That includes nets and cleaning supplies. Don't add any fish to the tank and keep the tank going. Eventually you may add some shrimp since they are not known to contract this disease. Eventually it may turn into a planted tank with shrimp and no fish. Check up then to see what the latest opinions will be then as to how long to wait to add new fish. One of the most resistant fish to neon tetra disease is the cardinal tetra, rather ironic since they do share the same body shape and a variation on the same color scheme, but apparently they are very different as far as their immune systems. They would make a good addition to the tank and could be all that is needed for as long as there is any doubt the pathogens could be around.
